KATHMANDU: In a move aimed at enhancing financial transparency and efficiency, the Ministry of Finance has issued a circular mandating that all types of payments made by public institutions must be processed exclusively through digital systems starting from Shrawan 1, 2082 (July 16, 2025).
The directive has been sent to all government ministries, the Nepal Rastra Bank (NRB), public institutions, boards, committees, and state-owned enterprises. The Ministry stated that the decision aligns with the announcement made in the fiscal year 2082/83 national budget, which emphasized digitization of government payment systems to promote accountability and minimize irregularities.
The mandatory shift to electronic payments covers salaries, procurements, service payments, social security disbursements, and any form of government expenditure. The Finance Ministry expects this move will strengthen digital governance, reduce corruption, and improve real-time financial oversight in Nepal.
Nepal Rastra Bank is expected to play a key role in implementing this directive by supporting integration with national banking and electronic payment infrastructure. The transition is also seen as a step forward in the government’s broader Digital Nepal Framework.
The Ministry has urged all stakeholders to ensure necessary preparations are completed before the implementation date to avoid any disruption in public services and financial flows.
