KATHMANDU: The Government of Nepal has decided to make embossed number plates mandatory on all vehicles starting Ashwin 1, 2082 (October 17, 2025). The decision was finalized during a high-level meeting chaired by Minister for Physical Infrastructure and Transport Devendra Dahal, which included provincial ministers and secretaries.
From the stated date, no vehicle will be registered, transferred, or renewed through the provincial transport offices without an embossed number plate. To implement the decision, the Department of Transport Management (DoTM) will provide full technical support, according to Minister Dahal’s secretariat.
Traffic Police to Enforce Compliance
To ensure enforcement, the Ministry of Home Affairs will coordinate with traffic police across the country to regulate and monitor vehicle compliance with the embossed plate requirement.
Driver’s License Printing Resumes Soon
The meeting also directed the Security Printing Center to begin printing smart driving licenses by the end of Bhadra (September 16, 2025). Although an MoU was signed between the DoTM and the center on Jestha 9 (May 22), which required printing to begin by Asar end (mid-July), the process was delayed.
Currently, provinces including Koshi, Bagmati, and Gandaki have already initiated the procurement processes for license printing, and the center has been requested to grant approval promptly.
Other Key Decisions:
A uniform 10-year validity will be applied to driving licenses nationwide.
Revenue collection for licenses will be standardized across provinces.
The license payment system will shift to a digital platform.
Software systems within the DoTM will be overhauled for consistency.
A uniform policy on ride-sharing services will be introduced to regulate the emerging sector.
This move aims to streamline Nepal’s transport system, enhance digital governance, and ensure greater transparency and standardization across provinces.
