Budget Preparation for FY 2083/84 Starts as NPC Calls for Provincial and Local Project Proposals

KATHMANDU: Nepal has formally initiated the budget preparation process for the upcoming fiscal year 2083/84 (FY 2026/27), with the National Planning Commission (NPC) calling on provincial and local governments to submit project and program proposals under federal complementary and special grants.

The NPC announced that the budget process commenced after it invited provinces and local levels to propose plans and programs to be implemented through federal samapurak (complementary) and special grants in the next fiscal year. Eligible sub-national governments must submit their proposals by the end of Magh, in line with the national budget calendar.

According to the Commission, proposals must be designed in a way that avoids duplication with projects or programs already being implemented or financed through other funding sources. “Proposals should not overlap with projects and programs being implemented through alternative funding or with ongoing initiatives,” the NPC said in its official notice.

For provincial governments, submissions must include prioritization prepared by the respective Provincial Policy and Planning Commission, along with formal recommendations from the provincial government. In the case of local governments, proposals must be endorsed by the local executive. The NPC has made it mandatory that all submissions be filed exclusively through its electronic information management system.

The Commission further instructed that proposals must strictly comply with the Complementary Grant (First Amendment) Procedure, 2082, and the Special Grant (First Amendment) Procedure, 2082. Under these provisions, project proposals must be supported by detailed feasibility studies, drawings, designs, technical specifications, and comprehensive cost estimates.

Environmental impact assessment reports and other required documentation must also be submitted as part of the application process. The procedures stipulate that, for local governments, a formal decision by the executive body is mandatory, while for provinces, proposals must be backed by a recommendation from the Provincial Planning Commission and a cabinet decision of the provincial government.

The NPC stated that only proposals meeting all procedural, technical, and documentation requirements will be considered during the budget formulation process, underscoring the government’s emphasis on disciplined planning, fiscal coordination, and efficient utilization of federal grants in the upcoming fiscal year.
