KATHMANDU: Transparency International’s Corruption Perceptions Index (CPI) reveals that the government’s anti-corruption efforts have made little impact, with Nepal again scoring 34 in 2025, placing it 109th out of 182 countries.
In the report released Tuesday, Nepal’s CPI score remained unchanged from the previous year, reflecting persistent challenges in tackling corruption at systemic levels. A lower score indicates higher perceived corruption, where 0 represents highly corrupt and 100 denotes very clean governance.
The global average score dropped by one point to 42, signaling that corruption perceptions worsened in many countries over the last year. Two-thirds of evaluated nations scored below 50, indicating widespread governance and transparency deficits internationally.
Top Performers and Worst-Ranked Countries
Denmark topped the list for the 8th consecutive year with 89 points, maintaining its reputation for strong institutional integrity and transparency.
South Sudan and Somalia shared the lowest scores at 9 points, reflecting severe governance breakdowns and entrenched corruption.

Stagnant Score Reflects Weak Anti-Corruption Action
Nepal has persistently scored below 35 in CPI for many years, signaling deep-rooted governance issues. Civil society groups and analysts say the latest data underscores the failure of successive governments to implement effective anti-corruption measures, despite public outcry and multiple movements demanding accountability.
Transparency International Nepal stated that the 2025 CPI results echo longstanding public concerns. “The persistent low score confirms that successive governments have not taken substantial action to curb corruption.
The grievances voiced during the Gen Z movement (Bhadra 23–24, 2080 BS) and the irreversible losses suffered by the nation due to corruption are validated by this index,” the organization said in a statement.
