KATHMANDU: A major organized fraud network operating in Nepal’s trekking and mountaineering sector has been exposed, with authorities filing cases against 32 individuals accused of orchestrating a “fake rescue” scam targeting foreign tourists.
The Kathmandu District Government Attorney’s Office has registered a case at the Kathmandu District Court under charges of crimes against the state and organized crime. Police have arrested eight individuals and presented them before the court, while the remaining accused are currently at large.
Organized Insurance Fraud Through Fake Emergency Rescues
According to investigators, the network systematically exploited Nepal’s booming trekking and adventure tourism industry by staging fake medical emergencies involving foreign trekkers. The primary objective was to fraudulently claim large insurance payouts.
The scheme involved falsely declaring tourists as ill or in critical condition, arranging unnecessary helicopter evacuations from trekking routes, admitting them to hospitals, and then inflating medical bills to claim insurance compensation.
Authorities revealed that even tourists with minor health issues—or in some cases no illness at all—were presented as emergency cases. They were airlifted via helicopter, admitted to hospitals, and subjected to unnecessary or exaggerated treatments to justify high insurance claims.
Multi-Sector Collusion: Agencies, Helicopters, Hospitals
The investigation uncovered coordinated involvement across multiple sectors of the tourism value chain, including trekking agencies, helicopter service providers, hospitals, and rescue service operators.
Officials stated that this level of collusion indicates a deeply entrenched system of fraud, raising serious concerns about regulatory oversight in Nepal’s high-value adventure tourism ecosystem.
The Central Investigation Bureau (CIB) initiated the probe on January 24 (Magh 11) after receiving intelligence about suspicious rescue patterns. Subsequent investigations led to the गिरफ्तारी of company operators, managers, and medical professionals allegedly involved in the racket.
Reputational Risk to Nepal’s Tourism Industry
Experts warn that such fraudulent practices could significantly damage Nepal’s international reputation as a safe and trustworthy destination for trekking and mountaineering.
Tourism stakeholders have expressed concern that repeated incidents of insurance fraud could lead to stricter scrutiny from international insurers, increased premiums for travelers, and potential decline in tourist inflow—directly impacting Nepal’s foreign exchange earnings and tourism-dependent economy.
Regulatory bodies are now preparing to intensify monitoring mechanisms, enforce stricter compliance standards, and introduce reforms aimed at restoring credibility in the rescue and emergency response system.
