KATHMANDU:The Government of Nepal is set to implement the Foreigners Management Information System (FMIS) from January 1, 2026 (17 Poush 2082), making online tracking of foreign tourists mandatory in the first phase within Kathmandu Valley.
The Department of Immigration had earlier announced that the system would come into effect from 1 Asoj, but shifting national circumstances prompted a rescheduled rollout to January, according to department spokesperson Tika Ram Dhakal. He said the implementation will take place in two phases.
First Phase: Mandatory in Star Hotels of Kathmandu Valley
From January 1, all star hotels inside Kathmandu Valley must register and update the details of foreign guests through the newly developed online tracking system. The department has formally directed hotels to ensure full compliance.
Second Phase: Nationwide Enforcement from March 1
The second phase begins on March 1, 2026 (17 Falgun 2082), expanding mandatory implementation to all star hotels across Nepal, along with airlines, tour and travel companies, money exchange firms, and eventually all hotels, guest houses, and other public and private service providers dealing with foreign nationals.
The department has urged every entity serving foreign visitors to integrate with the system without delay.
Purpose: Safety, crime control, and tourism promotion
The Department of Immigration stated that the FMIS-based foreigner registration and monitoring system is designed to strengthen the safety and security of tourists, support information access, prevent potential crimes, and enhance tourism promotion.
Through this system, authorities will maintain a structured record of foreigners’ accommodation and activities during their stay in Nepal. Officials believe this will significantly improve search, rescue, and emergency response capabilities.
Spokesperson Dhakal said the system will make information exchange among security agencies, tourism entrepreneurs, and other stakeholders faster and more effective, helping ensure a secure and organized tourism ecosystem.
The department has also published detailed guidelines on its website explaining how service providers can register and integrate into the system.
