Waldo Casino chairman Chang arrested, Police hunt for other suspects

KATHMANDU: Police have arrested the operating chairman of Waldo Casino, located at Chhaya Center in Thamel, in connection with an ongoing investigation into an alleged gambling fraud targeting foreign nationals.

A team from the Kathmandu District Police Range took casino chairman Chan Mang Chang into custody on Friday. Chang is a Chinese national. Police said his arrest follows evidence indicating his involvement in a fraud racket that recently targeted Indian citizens at the casino.

Just days earlier, police had arrested members of an Indian gang accused of defrauding casino patrons by manipulating card games. According to investigators, the group allegedly used specially designed contact lenses and magnetized playing cards to cheat Indian nationals of large sums of money.

Following preliminary findings, police determined that the casino operator’s role warranted further investigation, leading to Chang’s arrest.

“We have taken him into custody from Thamel and are conducting a detailed investigation,” said SP Pawan Bhattarai of the Kathmandu District Police Range.

Police have already arrested seven individuals in connection with the case and are continuing interrogations to establish the full network behind the operation. Authorities say efforts are underway to trace and detain other individuals suspected of being involved in the fraud.

The case has raised serious questions about oversight, compliance, and accountability within Nepal’s casino sector, particularly in areas frequented by foreign tourists and high-stakes gamblers.
