Biratnagar tops metropolitan performance evaluation, Kathmandu ranks lowest- Fiscal Commission

KATHMANDU: Biratnagar Metropolitan City has emerged as the best-performing metropolitan city in Nepal, while Kathmandu Metropolitan City has been ranked the weakest, according to the latest performance evaluation conducted by the National Natural Resources and Fiscal Commission (NNRFC).

The Commission’s assessment shows Biratnagar Metropolitan City securing 78.11 points, the highest among the country’s six metropolitan cities. Biratnagar is led by Mayor Nagesh Koirala of the Nepali Congress. The city demonstrated comparatively strong performance in financial governance, budget management, and revenue mobilization indicators.

Lalitpur Metropolitan City ranked second with 76.33 points. Lalitpur is headed by Mayor Chiri Babu Maharjan, also from the Nepali Congress.

Bharatpur Metropolitan City secured 68.04 points, placing third. Its former mayor, Renu Dahal, has resigned and is currently a candidate in the House of Representatives election from Chitwan-3.

Pokhara Metropolitan City, led by Mayor Dhanraj Acharya, ranked fourth with 58.76 points. Birgunj Metropolitan City followed with 54 points, under the leadership of Mayor Rajesh Man Singh.

At the bottom of the list is Kathmandu Metropolitan City, which scored only 44.97 points, the lowest among all metropolitan cities. Kathmandu was previously led by Balen Shah, who has resigned and is now a candidate from Jhapa-5 in the parliamentary elections.

The Commission carried out the evaluation based on 17 performance indicators, including timely budget submission, budget approval, deposits into the consolidated fund, submission of income and expenditure statements, and the status of revenue mobilization.

The federal government uses these performance evaluation results as a basis for determining fiscal grants to local governments.
