Gen-Z protest probe report submitted to PM Karki; Govt to review findings before action

KATHMANDU: A high-level investigation commission formed to examine the controversial Gen-Z protest movement and alleged state crackdown in Nepal has formally submitted its report to Prime Minister Sushila Karki, marking a key development in one of the country’s most debated political events of the year.

The probe committee, led by former judge Gauri Bahadur Karki, handed over the findings to the Prime Minister at the Office of the Prime Minister and Council of Ministers on Sunday. Officials said the government will review the report before initiating any legal, administrative, or political action.

According to Prime Minister Karki’s press adviser Ram Rawal, the government will conduct a detailed study of the report before deciding the next course of action.

“The report has been received. The government will examine its findings carefully and then move forward with the necessary procedures,” Rawal said.

Commission Formed After Nationwide Gen-Z Protests

The three-member investigation panel was formed to probe human rights concerns, alleged excessive use of force by authorities, and the scale of damage caused during the Gen-Z protest movement in Nepal that erupted earlier this year.

The demonstrations, widely referred to as the Gen-Z movement, drew thousands of young protesters across urban centers and sparked intense debate about governance, political reform, and civil liberties in Nepal.

The commission was tasked with investigating incidents that occurred on Bhadra 23 and 24 in the Nepali calendar (September in the Gregorian calendar), when clashes between protesters and security forces resulted in both human casualties and property damage.

Report Submitted Before Final Deadline

The investigation team delivered the report one day before the expiration of its third extended deadline, underscoring the sensitivity and complexity of the inquiry.

The commission was established on October 5 after the formation of the interim election government led by Prime Minister Karki. The government had pledged an independent investigation to determine the facts behind the protests, the extent of state action, and the accountability of all involved parties.

Apart from chairperson Gauri Bahadur Karki, the commission included:

Former Deputy Inspector General of Police Bigyan Raj Sharma

Legal expert Bishweshwar Bhandari

The panel was mandated to gather evidence, interview witnesses, review security operations, and analyze the sequence of events during the protests.

Political and Governance Implications

The findings of the commission are expected to have significant implications for Nepal’s governance, human rights accountability, and democratic institutions, particularly amid growing demands from youth groups and civil society for transparency and reform.

The Gen-Z movement had become a major political flashpoint in Nepal, highlighting rising dissatisfaction among younger citizens regarding corruption, economic opportunities, governance reforms, and political accountability.

Analysts say the government’s response to the report could influence public trust, rule-of-law debates, and the broader democratic reform agenda in Nepal.

While the contents of the report have not yet been made public, officials indicate that its recommendations may address possible policy reforms, accountability measures, and steps to prevent similar unrest in the future.
