Biswas Gauchan appointed chair of IIDS as Swarnim Wagle moves to finance ministry

KATHMANDU: Biswas Gauchan has been appointed Chair of the Institute for Integrated Development Studies (IIDS), a leading domestic policy think tank.

Gauchan, who previously served as Executive Director, has been entrusted with the additional responsibility following the transition of Swarnim Wagle to the post of Finance Minister.

Wagle, vice-chair of the Rastriya Swatantra Party, had led IIDS as Chair for the past decade, while Gauchan has been closely involved in its operations for the last six years.

Established in 1979, IIDS has played a pivotal role in shaping Nepal’s development policy discourse, particularly during the 1990s.

Its research on water resource management, poverty alleviation, rural development, and structural reforms significantly informed government decision-making, positioning the institute as a central hub for policy debate.

Over time, however, the institution’s influence waned amid growing dependence on donor-driven projects and consultancy-based models.

A revival phase began after Wagle assumed leadership in 2015, leveraging his international exposure and domestic policy influence. Gauchan’s appointment is expected to continue that momentum and further strengthen the think tank’s strategic direction.
