KATHMANDU: The Cabinet has approved the government’s Policies and Programmes, paving the way for President Ram Chandra Paudel to formally present the agenda before the joint sitting of the Federal Parliament later today.
Government spokesperson Sasmit Pokharel confirmed that the Council of Ministers meeting held on Monday endorsed the annual Policies and Programmes, which will be presented at the joint session of both houses of the Federal Parliament at 4:00 PM.
President Paudel is scheduled to address the joint meeting of the House of Representatives and the National Assembly, marking a key constitutional process as Nepal’s government outlines its priorities and policy direction for the upcoming fiscal year.
According to Parliament Secretariat spokesperson Ekaram Giri, the President will present the government’s Policies and Programmes in accordance with Article 95 of the Constitution of Nepal, which mandates the President to address a joint sitting of the federal parliament at the commencement of the first session after parliamentary elections and the first session of each year.
“The President will present the government’s Policies and Programmes at 4:00 PM,” Giri said, adding that members of both houses have been requested to be present in the parliamentary chamber before 3:45 PM.
Prior to the President’s address, separate meetings of the House of Representatives and the National Assembly are scheduled to convene at 2:00 PM.
The Parliament Secretariat stated that the agenda of the House of Representatives includes briefing lawmakers on the President’s letter regarding the summoning of the parliamentary session and informing the House about notifications received from the Office of the President concerning recent Cabinet reshuffles.
Other likely agenda items include the nomination of members to chair meetings in the Speaker’s absence, endorsement of obstruction-removal measures issued under Rule 260 of the House of Representatives Regulations, 2079, and the tabling of the draft parliamentary regulations.
In addition, the government is set to table eight ordinances issued recently, including the Public Procurement (Second Amendment) Ordinance, 2083, the Special Provision on Removal of Public Office Holders Ordinance, 2083, and the First Amendment Ordinance to the Constitutional Council (Functions, Duties, Powers and Procedures), 2083, among others.
The same ordinances are also scheduled to be tabled in the National Assembly, according to the Parliament Secretariat.
The annual Policies and Programmes document is considered a major policy blueprint of the government and lays the foundation for the upcoming national budget, economic priorities, governance reforms, infrastructure development, and public sector strategies.
