KATHMANDU: The government has decided not to recruit new permanent employees into government offices during the current fiscal year, effectively suspending fresh civil service hiring across the federal administration.
Under the decision, no government office will be allowed to seek approval for permanent vacancies or submit recruitment requests to the Public Service Commission during the fiscal year.
The decision was made at a meeting of government secretaries chaired by Chief Secretary Govinda Bahadur Karki on Monday.
According to the decision, government offices will not be permitted to initiate permanent recruitment or forward vacancy requests to the Public Service Commission without prior approval from the Office of the Prime Minister and Council of Ministers.
“During the current fiscal year, no office of the Government of Nepal shall carry out permanent recruitment or submit requests for permanent recruitment to the Public Service Commission without the approval of the Office of the Prime Minister and Council of Ministers,” the secretaries’ meeting decided.
The government said the hiring freeze is necessary to manage surplus employees expected to result from the implementation of a new organizational and management (O&M) survey, which has reduced staffing positions across various government agencies.
As ministries and government bodies are restructured, existing employees whose positions become redundant will first be reassigned before any new permanent recruitment is considered.
The move follows the government’s decision to reduce the number of federal ministries from 22 to 18, while merging several government agencies as part of an administrative restructuring drive.
The decision is expected to affect thousands of candidates preparing for civil service examinations, as government offices will be unable to announce new permanent vacancies during the current fiscal year unless they receive special approval from the Office of the Prime Minister and Council of Ministers.
