KATHMANDU: The Ministry of Labour, Employment and Social Security has announced that medical examinations for Nepali workers going for foreign employment can now be conducted at government-owned or government-approved health institutions, effectively ending the long-standing syndicate in the sector.

With the new arrangement, migrant workers will no longer be limited to a small number of designated private medical centers. Instead, public hospitals and eligible health institutions will also be able to provide health screening services.

The ministry has initiated a listing process for health institutions interested in offering these services, allowing those approved by the Government of Nepal to participate in the system.

Open listing for health institutions

According to a ministerial decision, any government-approved or state-owned health facility willing to conduct pre-departure medical tests for foreign employment can apply for inclusion in the official list.

The ministry said the process has been moved forward in accordance with the “Health Institution Listing, Renewal and Monitoring Procedure, 2072,” which outlines the regulatory framework for such services.

In a statement, the ministry said it has opened the listing process and instructed interested institutions to submit the necessary documents to participate.

Response to long-standing complaints

Previously, medical examinations for foreign employment were carried out by a limited number of private institutions. Migrant workers had repeatedly complained of high fees and lack of transparency, raising concerns over a cartel-like system in the sector.

Officials say the new policy is aimed at increasing competition, improving service quality, and reducing financial burden on workers seeking employment abroad.

The ministry believes the inclusion of government hospitals and broader institutional participation will make the system more accessible, transparent, and affordable for migrant workers.
