Nepal ends token system for labor approvals, Same-day work permits now implemented

KATHMANDU: In a major administrative reform aimed at easing labor migration processes, the government has officially scrapped the token system for labor approvals, allowing applicants to receive work permits on the same day of application starting today.

The decision, implemented through the Department of Foreign Employment, follows a directive from the Ministry of Labour Employment and Social Security to streamline services and eliminate delays that had long burdened migrant workers.

End of Token-Based System

Previously, labor approvals were issued through a quota-based token system, limiting the number of daily approvals and often forcing applicants to wait several days. With the new व्यवस्था, applicants submitting complete documentation will now receive both initial and renewed labor approvals on the same day.

Officials say the reform is expected to significantly reduce congestion, improve service delivery, and enhance efficiency within Nepal’s foreign employment system.

Policy Driven by Reform Agenda

The change comes as part of the government’s broader 100-point governance reform agenda introduced on Chaitra 13, which prioritizes administrative efficiency, digital governance, and citizen-centric public services.

The reform was finalized during a high-level meeting chaired by Labour Minister Deepak Kumar Sah, who directed authorities to implement immediate improvements in the labor and employment sector.

“The goal is to make foreign employment processes more systematic, dignified, and secure while protecting the rights and interests of Nepali workers,” officials quoted Minister Sah as saying during the meeting.

Boost for Migrant Workers and Remittance Economy

The removal of the token system is expected to directly benefit thousands of Nepali migrant workers who rely on timely approvals to secure overseas employment opportunities.

The Department has assured that as long as applicants submit required documents correctly, approvals will be processed without delay on the same day.
