KATHMANDU: Prime Minister Balendra Shah has halted Finance Minister Swarnim Wagle’s planned participation in the upcoming IMF Spring Meetings in Washington, D.C., marking a significant shift in Nepal’s international economic engagement strategy.

According to high-level government sources, a proposal to send a ministerial delegation under Wagle’s leadership was presented during a recent Cabinet meeting. The proposal, reportedly prepared in consultation with the finance minister and tabled by Chief Secretary Suman Aryal, emphasized the importance of minister-level presence to communicate Nepal’s evolving political and economic landscape to the global financial community.

However, the proposal was rejected by Prime Minister Shah without extensive deliberation. Sources indicate that the Prime Minister expressed immediate disagreement as soon as the agenda item was introduced, preventing further discussion on the matter.

The Cabinet meeting held on Chaitra 22 (early April) subsequently decided not to approve Wagle’s participation. Instead, the government has designated Joint Secretary Dhaniram Sharma to represent Nepal at the IMF Spring Meetings scheduled from April 13 to 18 in Washington, D.C.

Confirming the decision, Sharma stated that he would attend the meetings as Nepal’s official representative in line with the government’s directive.

This move effectively removes minister-level political representation from one of the world’s most influential global economic forums. While technical participation will continue through bureaucratic channels, analysts note that Nepal may miss opportunities for high-level bilateral engagements and strategic economic diplomacy.

Meanwhile, the Finance Minister’s secretariat has offered a different explanation, citing scheduling and domestic priorities. It stated that Minister Wagle opted not to attend due to the commencement of preparations for Nepal’s upcoming fiscal year budget.

The secretariat further highlighted that Nepal is also expected to participate in the Asian Development Bank Annual Meeting scheduled from May 3 to 6 in Uzbekistan, as well as the IMF-World Bank Spring Meetings in Washington. A prior decision had already been made to send joint secretary-level officials to both events.

The development raises broader questions about Nepal’s current approach to international economic diplomacy, particularly at a time when global financial engagement remains critical for investment flows, development financing, and macroeconomic stability.

According to a source at the Prime Minister’s Office, the decision was driven by concerns over insufficient preparedness for high-level engagement with international lenders and global financial institutions. The source stated that both the Prime Minister’s Office and the Ministry of Foreign Affairs are currently working on comprehensive guidelines for more structured and effective international economic engagement. In this context, Prime Minister Balendra Shah declined to authorize the participation of Finance Minister Swarnim Wagle in the IMF Spring Meetings.
