KATHMANDU: The District Police Range Kathmandu has urged landlords across the capital to mandatorily request police clearance reports from tenants before renting out rooms, citing growing challenges in criminal investigations due to lack of tenant records.
Speaking at a press briefing on Friday, Superintendent of Police Pawan Bhattarai emphasized that inadequate documentation of tenants has increasingly hampered law enforcement efforts. According to him, many landlords fail to maintain even basic information such as tenants’ phone numbers, addresses, or photographs.
“Tenants often stay in rented rooms for up to 10 years, yet landlords do not have their basic details. This creates serious difficulties during investigations,” Bhattarai said. “We request all landlords to ask for police clearance reports before renting out their property.”
The police noted that in several recent cases in Kathmandu, investigators faced obstacles in identifying individuals involved in criminal incidents due to a complete lack of tenant records. In some instances, crimes committed within rented accommodations remained undiscovered for months due to absence of proper tenant tracking.
Authorities clarified that while obtaining police clearance reports may not directly prevent crime, it significantly strengthens post-incident response and investigation efficiency.
In addition to police reports, the Kathmandu police have also urged landlords to maintain comprehensive records of tenants, including copies of citizenship certificates, recent photographs, and verified contact details.
The move is part of a broader effort by law enforcement agencies to improve urban security management and enhance traceability in Nepal’s rapidly growing rental housing sector.
