KATHMANDU: Nepal has introduced a fully digital, “faceless” system for issuing No Objection Certificates (NOC), allowing students planning to study abroad to complete the entire process online from home, in a major step toward e-governance and digital public service delivery.
The NOC branch under the Ministry of Education, Science and Technology Nepal has completed system integration with Tribhuvan University and Kathmandu University through API connectivity, enabling automated verification of academic credentials.
Officials confirmed that an agreement with Tribhuvan University was signed on Baisakh 4 (mid-April 2026), while integration with Kathmandu University had already been completed earlier. With this development, students can now apply for the NOC entirely online and, after approval, download and print the certificate themselves.
End of Physical Visits for Most Applicants
Previously, applicants pursuing postgraduate or higher education were required to physically visit the NOC office to verify university certificates due to lack of system integration. That requirement has now been eliminated for students from TU and KU, as their academic records can be verified digitally using registration number and date of birth.
The system also cross-verifies applicants’ citizenship details through the Citizen Information Management System Nepal under the Home Ministry, and academic records from the National Examination Board (NEB), reducing the need for in-person verification.
Fully Digital Payment and Paperless Certification
The NOC process has been further streamlined through integration with the government’s revenue platform, the Revenue Information Cashless Management System, enabling fully online payment of fees.
Approved certificates are issued digitally and can be downloaded directly from the applicant’s profile. Each NOC includes a QR code, allowing instant verification through scanning, enhancing transparency and reducing the risk of forgery.
Boost to Digital Transformation and Student Mobility
The move aligns with Nepal’s broader digital transformation agenda, improving ease of doing documentation for international education. It is expected to significantly reduce administrative delays, eliminate middlemen, and improve service efficiency for thousands of students seeking higher education abroad.
Officials say the system will continue to expand with further institutional integrations, aiming to make all education-related government services fully digital, secure, and globally competitive.
