KATHMANDU: The Government of Nepal has taken a series of administrative and policy decisions during the Cabinet meeting held Thursday at the Singha Durbar, focusing on external financing, land use reversal, and digital governance reforms.

Talks Approved for $115 Million ADB Loan

The Cabinet has decided to form a negotiation team led by a Joint Secretary from the Ministry of Finance Nepal to finalize agreements related to a concessional loan of USD 115 million from the Asian Development Bank.

The financing will support the Integrated Water and Sewerage Management sector, a critical area for urban infrastructure development and public service delivery. The negotiation team will be responsible for finalizing loan terms and associated documentation before implementation.

Maharajgunj Police Training Land Decision Reversed

In a significant policy reversal, the Cabinet has scrapped its earlier decision (dated September 7, 2018 / Bhadra 21, 2075 BS) to transfer 114 ropani of land belonging to the National Police Training Academy in Maharajgunj to the President.

Instead, the land will remain under the ownership and operational use of the National Police Training Academy Nepal. The move restores institutional control over the property, which had been a subject of administrative and operational concern.

Task Force Formed to Review Government IT Systems

The Cabinet has also formed a dedicated study task force to assess software systems and information technology infrastructure across government agencies.

The task force will be coordinated by the government’s ICT advisor and is expected to evaluate existing digital systems, identify inefficiencies, and recommend improvements to strengthen e-governance and digital service delivery.

Governance and Policy Signals

The latest Cabinet decisions indicate a three-pronged approach:

  • Expanding concessional external financing for infrastructure
  • Reassessing past administrative decisions affecting state institutions
  • Strengthening digital governance frameworks

These measures come at a time when the government is under pressure to improve public service delivery, accelerate infrastructure development, and modernize administrative systems amid ongoing fiscal and institutional challenges.
