KATHMANDU — The Ministry of Finance and its subordinate agencies recorded the highest amount of irregularities (beruju) among federal ministries in fiscal year 2081/82, according to the latest annual report of the Office of the Auditor General.
The report shows that total arrears among federal government entities reached Rs 53.48 billion, with the Ministry of Finance alone accounting for Rs 37.63 billion, representing nearly 70 percent of total federal irregularities.
According to the Auditor General’s report, the former Ministry of Physical Infrastructure and Transport ranked second in terms of arrears, recording Rs 7.10 billion, equivalent to around 13.28 percent of total federal arrears.
The Ministry of Land Management, Cooperatives and Poverty Alleviation recorded irregularities worth Rs 1.53 billion, while the Ministry of Forests and Environment reported Rs 1.34 billion in arrears.
Similarly, the Ministry of Communications and Information Technology recorded Rs 1.16 billion, and the Ministry of Urban Development reported Rs 805.1 million in irregularities.
The report further states that:
Other ministries and agencies collectively accounted for Rs 1.35 billion in arrears.
The Office of the Auditor General noted that weaknesses in public spending transparency, procurement practices, budget execution, and financial discipline continue to contribute to high levels of irregularities across federal ministries.
The report has recommended that the government strengthen financial accountability and the arrears settlement process to improve fiscal discipline and reduce recurring irregularities.
