KATHMANDU — The Council of Ministers, convened on Tuesday at the call of Prime Minister Balendra Shah, has taken a series of important decisions including acceptance of foreign grants from Switzerland and China, approval of housing-related support for displaced squatters, and endorsement of several regulatory and legislative measures.
Government Spokesperson and Minister for Education Sashmit Pokharel briefed reporters following the meeting, confirming that the Cabinet approved financial assistance from two development partners.
According to Pokharel, the government has decided to accept a Swiss government grant worth 6.116 million Swiss francs for the Municipal Revenue Enhancement Project. The Cabinet has also approved acceptance of a Chinese government grant of 79.36 million RMB for the maintenance and improvement of the Araniko Highway.
In a major social intervention decision, the government has also announced financial assistance for families displaced from informal settlements in the Kathmandu Valley. Under the decision, verified displaced households will receive a one-time resettlement support of Rs 25,000 per family.
In addition, to encourage temporary self-managed housing arrangements, the government will provide monthly housing support of Rs 15,000 for families with up to five members. Households exceeding five members will receive an additional Rs 2,000 per extra member per month. The support will be provided for an initial period of three months.
The Cabinet has also decided to place elderly, disabled, helpless individuals, and those unable to manage alternative accommodation in designated holding centers. It further instructed authorities to ensure continuity of education for affected children and students, along with guaranteed access to healthcare services in coordination with local governments.
Other decisions include approval of the Deputation Regulations, 2083, endorsement of the Military Service (Sixth Amendment) Regulations, 2083, and permission to table a bill in the Federal Parliament to amend the Nepal Rastra Bank Act, 2058.
The Cabinet also approved adjustments in the posts and deployment of gazetted special-class secretaries in line with the Government of Nepal (Division of Work) Regulations, 2083.
Officials said the decisions reflect a combination of infrastructure support, legislative reform, and targeted social protection measures aimed at managing urban displacement and strengthening governance frameworks.
