KATHMANDU: The government has approved the third amendment to the Financial Procedures and Fiscal Responsibility Regulations, simultaneously designating excise officers across key revenue and treasury institutions under the Ministry of Finance.
According to government spokesperson Sasmit Pokharel, a Cabinet meeting held on Wednesday decided to authorize officials from multiple agencies—including the Inland Revenue Department, Large Taxpayer Office, Medium Taxpayer Office, Inland Revenue Offices, and Treasury and Comptroller Offices—as excise officers within their respective jurisdictions.
Under the new decision, deputy directors general, directors, and section officers at the Inland Revenue Department have been granted excise authority. Similarly, chief tax administrators, chief tax officers, and tax officers working at both large and medium taxpayer offices have been designated as excise officers.
At the field level, chief tax officers and tax officers at Inland Revenue Offices will also exercise excise-related powers. In addition, the government has extended this authority to chief treasury controllers and treasury controllers across 52 Treasury and Comptroller Offices nationwide, assigning them jurisdiction-specific responsibilities.
The move is aimed at strengthening enforcement capacity, improving revenue administration, and ensuring more effective monitoring of excise duties, which remain a critical component of Nepal’s domestic resource mobilization strategy.
Officials say the amendment to the Financial Procedures and Fiscal Responsibility Regulations is intended to streamline administrative processes, reduce bureaucratic delays, and enhance accountability within public financial management systems.
The decision comes amid the government’s broader push to tighten fiscal discipline, improve tax compliance, and expand the tax base, particularly in sectors where excise leakage and underreporting have been persistent challenges.
With this amendment, the Ministry of Finance is expected to operationalize a more decentralized and responsive excise administration framework, enabling faster decision-making and enforcement at both central and local levels.
