KATHMANDU – The Government of Nepal has outlined the structure of the national budget for fiscal year 2083/84, totaling Rs 2.124 trillion (Rs 21 kharb 24 arba 34 crore), with a significant share allocated to recurrent expenditure and a substantial reliance on borrowing.

Presenting the budget in Parliament, Finance Minister Dr. Swarnim Wagle detailed the spending structure, revenue sources, and financing composition of the fiscal plan.

Expenditure Breakdown

The total budget has been divided into three major spending categories:

  • Current (Recurrent) Expenditure: 59.80% (Rs 1.271 trillion) allocated for day-to-day government operations, salaries, and administrative costs
  • Capital (Development) Expenditure: 20.30% (Rs 431 billion) dedicated to infrastructure and development projects
  • Financial Management (Debt servicing): 19.90% (Rs 422 billion) allocated for repayment of principal and interest on public debt

Revenue and Financing Structure

The government has outlined the following sources to finance the budget:

  • Domestic Revenue: 66.10% (Rs 1.404 trillion)
  • Foreign Grants: 2.90% (Rs 61.74 billion)
  • Foreign Loans: 11.60% (Rs 247 billion)
  • Domestic Borrowing: 19.30% (Rs 410 billion)

Key Fiscal Highlights

  • Nearly 60% of the total budget is allocated to recurrent spending, indicating high administrative and operational costs
  • Capital expenditure remains limited to around 20%, raising concerns over development investment capacity
  • Around 31% of the total budget is financed through borrowing, including both domestic and external debt, highlighting rising fiscal dependence on loans

Economists note that the structure reflects a continued challenge in balancing Nepal’s development priorities with growing expenditure pressures and debt obligations. The effectiveness of budget execution, particularly in capital spending, will be crucial in determining economic outcomes for the fiscal year 2083/84.
